It needs to be somewhat minor in aspect, but the primary use of it is to get people used to the idea. To let the shock ripple through so the next time, it isn't as big of shock the next time. Then, as time goes on, it becomes just a part of society.
In this case, the shock was using government cameras to look into a woman's house. With the growing age of more and more cameras coming in, to watch the roads, streets, people, abuses of the system will happen. Cameras are already found in bathrooms or in stairwells, which drives some things into more private places. And it also creates a desire to get away from someone watching all the time, every time.
Just something to think about. This will happen again and it will get more shocking and serious, then I think it will fade away as people get used to their privacy being torn away.
