It has nothing to do with bureaucracy.

It's about officials who like to abuse their power. It has to be abuse of power in this case, because no person with a sane mind and basic intelligence would consider that bag to be a security threat. Noone can be that incompentent to think that for a moment. So the logical conclusion is that they deliberately detained her for no plausible reason and they knew that very well.

I think this is related to zero tolerance. It means that the people don't have to think, so they don't have to make an intelligent decision. Which means they don't have to worry about their job. If they treat everything that looks like a gun as a gun, then they don't have to make decisions that will hurt them later.

Regardless, it's stupid if it isn't a real gun. Likewise, "real" terrorists will make a gun that doesn't look like one.

Zero Tolerance and intelligent decisions are not mutually exclusive.
Zero tolerance simply means when certain conditions are met, there are no exceptions to the procedure.

But there is still the question of when such conditions are met and that's where officials have enough space to make a decision. Apparently in the case above other officials had no problem letting her board a plane with that handbag.

So, zero tolerance CAN be an excuse for not thinking, but does NOT HAVE TO be one.

Unfortunately, I think most people don't use zero tolerance intelligently. The rules that "trigger" the zero tolerance are usually so vague, they end up causing more damage than they save.
