Little Miss Kitty are banned. It doesn't matter that she's well into her twenties at this point (born in 1984, 26-ish) but she really doesn't have breasts to speak of. One of my favorite characters,
Shayla is a pink mouse with no breasts (in the earlier part) and based on Lil' Miss Kitty. She was an adult, with adult personalities and problems. She passed that magic age in Shane's world, but some people would consider her obscene (and not just because the furry sex).
But, they have to save the children.

Both my mother and me were not blessed with large breasts (though, I usually want them bigger) but that would be somehow banned because they are "small"! But, can you imagine how hard it is to actually fight that, since to fight for the right to put A-cups on the screen, you have to fight against the War On Child Porn, which automatically makes you a bad person.
Part of this is just a general fight against porn. Which I equate to the fight against moral decay that has been going on for... centuries. Yeah, people like sex, but when you can tack on a scarlet letter to it (it's to save the children), it makes it easier for you to fight that "decay" because no one can resist you.
You can't study child porn for the same reason. To even download it is illegal, which means you can't verify how frequent it is. It is a great little tool for manipulating people, because we are so hardwired into protecting children. I'm hardwired for it.
Evolution has given us a wide range of body shapes. You have small breasted to large, narrow hips to very wide, a lot in the trunk verses "little boy butts". Somehow saying that a certain percentage of the population, through no control of their own, is now obscene is... frustrating to me.
