Near the foothills of the Alps in northern Italy, apparently a man built a 300k cubic foot underground temple in his basement illegally. He built it from a vision he saw and with the help of others who agreed with his vision. The pictures are amazing of what he did, all in the inspiration of *something* he saw in his vision.

Indeed amazing. Thinking of the immense cost and planning it is evidence of what a man with a vision can achieve.

Illegally because (I'm guessing, here) his diggings and construction are of such great extent that they intrude into the space under his neighbours' houses and lots. I think that might be considered illegal. Seems to me I've read somewhere, long ago and far away, that property rights are treated as though they extend fron the surface to the center of the earth. I don't think the lawyers consider the strange conditions in the zone where the mantle meets the magma, but I don't hear anyone raising any objections, either.

Hey, LT ... you said something once that gave me the impression that you might be an American Indian; is that the case? Just curious, really.

I can only speak for Germany, of course.
But here, any kind of permanent change to a building or its foundation requires a permit issued by the city administration.
The reason is mostly public safety, which includes the safety of the individuals living in the building. Imagine someone starting to excavate without considnering structural integrity or statics and the building collapses.
I think regulations in Germany are a bit too strict, though, but that's another matter. (One of my supervisors while I was for the city admin once said "If it's connected with the ground and casts a shadow, it requires a permit." It was a joke, but it's actually not that far off from reality.)

Actually, that is pretty much the same in a lot of the cities of the US. My current town pretty much requires a permit for anything beyond painting your walls, officially at least, I don't exactly tell them when I rewrite an electrical socket or run new networking in my house.

And, tunnelling? Right out. Of course, I'm 4 km from a river that floods every once in a while, so that probably isn't the smartest thing to do anyways. :)

der Wandersman, what you're talking about is regarding mineral rights, which do indeed go as far as you can reasonably dig.  That's assuming you own them.  You can own land and NOT own the mineral rights that go with it.

Construction of ANY sort, in Europe is very tightly regulated.  Contractors inthe U.S. complain about building codes, but Europe had to deal with antiquities on top of that, so in many cases you have to have not only an environmental impact report (which is absolutely standard for any out of the ordinary construction or escavation in the U.S.) you also have to have, in many cases, an Archeological report.

And don't even get me started on how bad it is in Jerusalem!
