The reason is not the PC Police, but safety.  There were several toys from the 60's like this shrunken head craft kit that were taken off the market because they contained harmful chemicals.  There were a few cases of skin rashes.  Remember something called "Silly Puddy" or "Flubber?"  The original formula for the stuff contained Sodium Silicate, or Water Glass, which caused a skin rash that kids called 'Flubberitus.'  They had to pull it off the market and reformulate it.
